Are attendees who are not competing hosed with the competitors? Or seperately?

I assume we get roommates as well?

They would be assigned quarters the same as competitors, it is possible they might be assigned with another non-competitive guest or with a competitor.

I'm presuming that Ro sharing quarters with her other half isn't a problem?

Indeed, due to his flag rank, Wolfe will have fancy-smanchy quarters on the restricted levels and Ro will obviously be allowed to stay with.

Yep, both Starfleet and the Empire take such things into account.

I liked the idea of K'rahl bunking with ta'pez too, but I assume K'rahl and Q'ol would share a room unless one specifically requested otherwise.

Of course someone could always play it that they did request a specific roommate but with all the confusion going on do to a new CO at XFY, it didn't happen that way. Gives you a chance to meet someone new and still have something to complain about.
