Picking the Tournament host

Is there some sort of rule that whichever base / ship is hosting the tournament has to have a brand new CO?
 
Both last year's and this year's tournaments started with a big post about the new CO taking over the hosting facility...

First year was Durkis and the Saturn.  He seems to have successfully retained his command.
 
One of our goals is to make this event as fleet wide as possible.  It started in TF44 and last year I think I helped bring in some TF86 interest.  Durkis is in TF9 now.  If you look at the manifest it looks to be biased to 3 or 4 TFs.  Partly that is because some ships, like mine, bring the whole crew to participate.
 
After this year, the tourney will have taken place in the simm of each judge.  We hope to move it around and we already have a volunteer for next year just as we hope to increase the interest fleet wide from players.

Maybe manheim next year? Or one of the starbases in 38 if their co's like the idea.

Wev'e had one volunteer already but we don't want to decide too early.  A lot can happen in the next year.  But any base or colony is a good choice.  Its a little big for a ship now but it could be done.
 
 
K'Hare at a time travel base... oh.. that would be messy.

Starbase Bravo, Echelon Station, Hawkeye Island or Avalon Fleet Yards (all TF58) could be a good choice for a location next year or in future years (just don't tell Dav, Beckett, Stryfe, or Mac that I recommended them). We could show off the Raeyan System and the planet as well.

The meH'Haj is big enough to host three tournaments simultaneously.  Let's have it on the meH'Haj!  The three-year victor should have the tournament on his own ship!
 
NOTE: I am making the assumption Tappy will win again
